Let #PuertoRico File for Bankruptcy- BP, Pols Say 

BRONX, NEW YORK (BRONX NEWS)- Borough President Ruben Diaz Jr. has issued a letter, in conjunction with over 100 elected officials from across the nation, demanding immediate action from Congress to enact legislation that will allow the Commonwealth of Puerto Rico to enter bankruptcy.

“The interests of the Puerto Rican community, whether they are in Puerto Rico, New York, New Jersey, California, Illinois, Pennsylvania, Ohio, Florida or anywhere else are American interests. Congress has an obligation to act and pass legislation that seeks to amend the Federal bankruptcy code and provide Puerto Rico, and its related power authorities and municipalities, access to Chapter Nine Bankruptcy protections,” states the letter.

The magnitude of debt owed by the Commonwealth of Puerto Rico and its associated debt issuing authorities is at a critical juncture. Congress’ failure to address this crisis presents a substantial threat not only to the economy of Puerto Rico, but the United States economy as a whole.

“I am appreciative that so many elected officials from across the United States understand the need for federal action to address Puerto Rico’s ongoing debt crisis and were willing to join forces with my office to push Congress on this issue,” said Borough President Diaz. “I will continue to work with my colleagues to advocate for a remedy to the crushing fiscal crisis facing the commonwealth.”

Community's Champion to have Street named After Her
BRONX, NEW YORK (BRONX NEWS)- A woman who fought for her community will be honored with a street sign. Longtime Community Board 12 District Manager Carmen Rosa passed away in March after a long battle with cancer. Mayor deBlasio on Monday signed legislation renaming East 229th Street & White Plains Road "Carmen Rosa Way." The sign bearing Rosa's name will be in front of Community Board 12 where Rosa worked for so long. A date for the sign unveiling has not yet been scheduled.

BRONX, NEW YORK (BRONX NEWS)- Northeast Bronx residents came by the hundreds to celebrate with New York City Council Member Andy King on Saturday at the second annual Community Engagement Service Day outside his District Office in the Bronx.
All the ingredients for a beautiful summer day were in place: Clear skies, street games for youngsters, face-painting, music, dancing, health and wellness screenings and lots of food. 

“It’s a fun and informational day for everyone. We bring government and resource information directly to residents, and at the same time everyone comes out and gets to meet their neighbors,” explained King, who, along with his wife Neva Shillingford-King, an executive vice president at 1199 SEIU, had purchased and donated nearly 100 backpacks to the youngsters in attendance.

Initiated and sponsored by Council Member King, the event has grown tremendously in a year. Stretched from the middle of the 900 block of East Gun Hill Road and around the corner onto Colden Avenue to the intersection of Colden and Magenta were more than 50 government agencies and non-profit organizations, ranging from firefighters giving away children-size firefighter hats and coloring books along with fire safety information and CPR demonstrations, New York University Dental vans with free oral screenings, Rite Aid giving free flu shots to the U.S. Army Reserve passing out information on college scholarships.

Impromptu street games sprang up and demonstrations by members of the New York Yo-Yo Club, headed by Council Member King’s Special Assistant Brian Melford, an international yo-yo champion who will be traveling to Japan on Tuesday.
Many of the senior residents sat on chairs along Colden Avenue and watched the line dancing, Zumba exercises and other entertainment on stage.  

The barbecue grill was a big hit, manned by Council Member King’s Staffers and volunteers and food was donated by the local eateries Spices, Golden Krust, Ultimate Grill and RK Super Heroes.

BRONX, NEW YORK (BRONX NEWS)- That is the question that Mr. John Perez wants answered as both the Board of Elections and Stanley 'King' Schlein (the man who helped write the book on election law) sent out a mailing to contact person John Perez without an apartment number resulting in the mail not being delivered. 

On July 9thMr. John Perez clocked in four petitions at the Board of Elections at 32 Broadway. I was able to get copies of all four petitions with the first BX 1500668 for the 78th A.D. with the Board of Elections time stamp July 9th10:59 p.m. over one hour before the deadline. Petition BX 1500669 for the 78th A.D., Petition BX 1500670 for the 85th A.D., and Petition BX 1500671 for the 79th A.D. All four petitions were clocked in by the Board of Elections at 10:59 PM July 9th 2015 well ahead of the deadline. 

Since he was an insurgent all four of Mr. Perez's petitions were challenged, and the challengers represented by election lawyer Stanley Schlein who is also the lawyer for the Bronx Democratic County organization. At the hearings Mr. Perez, a proud former Army NCO, came in uniform to show his character. I was not at the hearings held on Tuesday, July 28th, but the result was that the commissioners of the Board of Elections refused to accept Mr. Perez's argument that he was not properly served by the Board of Elections and election lawyer Stanley Schlein. It seems that both the Board of Elections and Mr. Schlein did not put Mr. Perez's apartment number on their correspondences to Mr. Perez. You see Mr. Perez lives in an apartment building of over 150 units, and told me there are at least three other families with the same last name. 

On July 30th I went to the post office that delivers the mail Mr. Perez gets. You can go to my blog at www.100percentbronx.blogspot.comarchive section on the lower left side to the month of July posting “ I Found the Missing Specs for the 78th, 79th, and 85thA.D.” to see photos of the four envelopes sent to Mr. Perez by election lawyer Stanley Schlein. You will notice that on none of the four envelopes sent by Mr. Sclein is there an apartment number. You also see markings by the carrier that the envelopes were undeliverable due to lack of apartment number. I was told that if the apartment number was left off intentionally that it could be taken as Mail Fraud which is a federal crime. I also asked where the envelopes sent by the Board of Elections were, and was told they were already sent back to the sender.

Not happy with what I was told at the post office I went the next day to the Board of Elections to see the executive Director Mr. Mike Ryan. I was told Mr. Ryan was unavailable, and then asked for Ms. I then asked for Ms. Valarie Vazquez who I worked with three years ago when I was investigating a similar problem. Ms. Vazquez was not in the building I was told, and her assistant Mr. Joshua Giaramita came out to talk to me. He assured me that Mr. Perez had left out his apartment number on all four petitions, and that was the reason that he did not receive any notice from the Board of Elections, and the reason all 4 petitions were thrown off by the commissioners. 

I was able to obtain copies of all four of Mr. Perez's petition cover sheets, with BX 1500668 the first one handed in pictured in the July 31st blog posting UPDATE. As you see there is clearly an apartment number listed, and I went back to Mr. Giaramita with this information since he was sure that no petition had an apartment number on it. I then asked Mr. Giaramita if the Board of Elections had gotten the returned mail from the post office since it could not be delivered. He could not answer that question, and said that he would have to get back to me. I informed him that I was told it could be interpreted as mail fraud by the postal service if leaving off the apartment number was done intentionally so the packages could not be delivered. I said that both the Board of Elections and Mr. Stanley K. Schlein (the other contact person) had not placed the apartment number on any correspondence to Mr. Perez. I had earlier showed Mr. Giaramita the photos of Mr. Schlein's packages with the postal carrier's comments that it was undeliverable.

I suggested that there be a second call on all four petitions since there had been an apartment number on the first petition which should have been the one gone by for an address, and said that the objections should be voided since there was no proof of service since Mr. Schlein had left off the apartment number either by mistake or on purpose. It will be up to Mr. Perez as to what to do if his petitions are not placed back in good standing, and his candidates not placed back on the ballot. A lawsuit of a conspiracy theory by both Mr. Schlein and the Board of Elections, or to make a federal case out of it.

Since I am on deadline and have not gotten any further comments from Mr. Giaramita, Ms. Vazquez, Mr. Ryan or anyone else from the Board of Elections I will have to say that there was 'NO COMMENT' from the Board of Elections.

BRONX, NEW YORK,JULY 16- Elizabeth Gill, President of the 47th Precinct Council, demanded action when crime was going way up last year in the 47th Precinct, and it seems that City Hall heard her.

Mayor Bill de Blasio and Police Commissioner Bill Bratton came to Cardinal Spellman High School to explain the new 'Summer All Out' police department program. It is a three-month program called 'Summer All Out' in the 10 highest crime police precincts. The mayor and police commissioner praised the new program that was started last month. Crime decreased in the 47th Precinct in Wakefield with shootings down 70 percent for the past month.

In the past the Mayor said that there was a chain of command that had to be gone through to change the deployment of police officers in a precinct. Now that red tape has been cut to allow for an almost instant redeployment of officers where they may be needed when problems pop up. The 47th Precinct has been assigned 26 additional officers for three months, and several other officers commonly refereed to as 'House Mouse Officers' have also been deployed into the streets of the precinct. In all there are 330 additional officers that have been sent to the 10 precincts in the 'Summer All Out' Program which began on June 8th. Other Bronx police precincts in this three month program are the 43rd, 44th, and 46th according to Bronx Assistant Chief Commanding Officer Larry Nikunen. 

Deputy Inspector Stevenson of the 47th Pct. had only praise for his police officers, and he thanked 47th Pct. Council President Elizabeth Gill for her help in getting his command the much needed manpower to reduce the high crime rate. 

Commissioner Bratton spoke of how the NYPD must keep coming up with new strategies to keep ahead of the bad guys. However when asked the question - that it looks like the first thing that the new street officers are doing is looking at car registration and inspection stickers when they arrive on their beat. I then said that to me it looks like these officers might have a ticket quota to fill. 

Commissioner Bratton fired back to me, 'Well that's what it looks like to you', and then stepped away from the podium without any real answer. I asked one of the new officers the same question, and was told if the situation warrants a summons it will be given. 47th Pct. Commanding Officer Stevenson said 'No Comment' when I asked him the same question.

Inmate charged with attacking social worker in Rikers

Inmate charged with attacking social worker in Rikers
District Attorney Robert Johnson announced the indictment of 35-year-old Jonathan Hodgson in the brutal June attack on a Rikers Island medical worker.
Hodgson was arraigned in Bronx Supreme Court before Justice Joseph Dawson and pled not guilty to: assault in the first degree (Class B Felony); assault in the second degree (3 counts) (Class D Felony); assault in the third degree (Class A Misdemeanor) and resisting Arrest (Class A Misdemeanor). 
Hodgson is being held at Rikers Island’s George R. Vierno Center on an underlying Manhattan indictment for attempted murder in the second degree and assault in the first degree for a January, 2015 attack. On June 18th, he stepped into the office where 69-year-old mental health clinician Ralph Atlas was working.  
Hodgson is accused of, without warning or provocation, pummeling the Corizon employee in the face and head, breaking the clinician’s jaw, fracturing his eye socket and nose, as well as causing other injuries for which the victim had to be hospitalized.        
Bail was set at $10,000 following the D.A.’s request for $250,000; Hodgson is to return to court on September 1, 2015, Part 77, Hall of Justice, 265 E. 161st Street, Room 680. The defendant has asked to represent himself in Court.
If convicted of the charges, Hodgson faces up to 25 years behind bars.  The case against Hodgson is being prosecuted by Assistant District Attorney Ara Ayvazian of the Bronx D.A. Intake Bureau.  The charges in this indictment are merely an accusation and the defendant is presumed innocent until proven guilty.

BRONX, NEW YORK, JULY 2- Smile geniuses. A pair of criminal masterminds were caught on tape stealing an ATM machine from a fast food restaurant.
At around 10:20 a.m. on June 30, two crooks broke into the Checkers Restaurant off the Grand Concourse. The restaurant's surveillance cameras recorded the masterminds as they rocked the ATM off its attachment to the floor. They then dragged it onto a waiting hand truck and wheeled it out the door.
The masters of disguise thought wearing a bucket cap and baseball cap would hide their identity. However, the crooks' faces can clearly be seen on the video.
